Abstract Pedagogical content knowledge (PCK) in teacher education and science education has received worldwide extensive research attention, but in the domestic, remains un-noticed by many teacher educators and science teachers. The research of PCK has not had a substantial effect on the pre-employment training and post-job training of science teachers in China.We try to construct a pre-service science teachers' PCK structure model of four components, and put forwarda phased PCK development strategy, on the basis of analysis and reference to the development experiences of teachers' PCK at home and abroad.In this strategy, four stages goals are set up, that is, the independent development of four components, the expansion of the four components, PCK formation and the overall expansion of PCK.
