Abstract In order to implement the concept of "paying attention to the ‘literacy-based,teaching" advocated by the Ordinary High School Chemistry Curriculum Standards (2017 Edition), it is necessary to develop a high school chemistry classroom teaching evaluation standard system. The core elements of high school chemistry classroom teaching centered on "literacy-based" in teaching design, teaching activities, thinking development, and accomplishment of literacy form a classroom teaching evaluation with one core, 4 dimensions and 20 indicators as the basic framework. Through expert consultation, case test and other methods to make the evaluation system more scientific, comprehensive and standardized.
