Abstract Focusing on the training of students’ core literacy and the “situational” characteristics of knowledge, this paper elaborates the development of quality-oriented school-based Chemistry textbooks, the construction of evaluation systems and implementation strategies. This study will provide important references for teachers to develop school-based curriculum and textbooks.
