Abstract Based on the implementation of "The Outstanding Teacher Training Plan", this paper analyzed the present situation of chemistry teacher education from complying with the shift of science education paradigm and promoting chemistry teachers' professional development, and raised the question of curriculum system construction for pre-service teacher education aiming at training outstanding chemistry teacher. Then this study discussed the cultivation of chemistry teachers' chemical science literacy and practical ability in chemical education; pointed out that the focus of cultivation system should transform from fragmented knowledge to the all-round development of educators; introduced the curriculum optimization from the aspects of chemical knowledge system, philosophy of science and technology, chemistry teacher education practices to promote the pre-service outstanding chemistry teachers' understanding of chemistry, chemical education and chemical education research.
