Abstract Combining the present situation of safety education in our university with the OBTL characteristics, the course of chemical laboratory safety is explored. The outcome orientation concept is penetrated through the whole teaching process. The instructional objectives, contents, methods and evaluations are designed based on the intended learning outcomes. In the whole instructional activities, the teacher-oriented and student-centered learning communities are constructed, and the learning outcomes are ensured by the multi-instructional activities and assessments. We believe that this course construction will be favorable for improving the safety literacy of the learners and providing the active defense knowledge and capability assurance for chemical laboratory safety. The course construction and exploration could provide a new way for the safety education of the chemistry and chemical engineering students in the similar universities.
