Abstract Based on the OBE concept, this paper formulates the training objectives from the needs of the state, the society and the individual, and deeply excavates the ideological and political elements with Yunnan’s characteristics from local characters, social hotspots, scientific frontiers, and culture and history, establishes a “Four-Module+Local Characteristics” database of ideological and political materials, and designs the output-oriented specific teaching cases. As shown by the results, the implementation of ideological and political education with local characteristic based on the OBE concept can get close to students’ lives, effectively improve students’ motivation for independent learning, and realize the synergistic parallelism of knowledge transmission, ability enhancement, and character building.
